Blaine County Sheriff's Office Standard Operation Procedures

 

1.0 | Foundation

1.1 | Introduction

We, the department command team of the Blaine County Sheriffs Office, want you to use this document as our guide. Meaning you shall use this document to know how you should preform and present yourself on a daily basis.

 

1.2 | Mission Statement

The members of Blaine County Sheriffs Office are committed to being responsive and swift with justice and safety to the State of San Andreas, Blaine County. BCSO Deputy's will ensure a safe and secure community. We partner with Federal, State and other local law enforcement agencies to accomplish the efforts with due regard and dedication to the safety of both the public and members of service.

 

1.3 | Vision Statement

We recognize our responsibility to serve the community and are committed to criminal or domestic situations in a ethical and impartial manner with sensitivity towards everyone involved.

 

1.4 | Police Conduct 

We expect that all BCSO personnel hold themselves to a higher standard than the general public, you are expected to be professional, mature, trustworthy and upstanding at all times.

 

1.5 | Law Enforcement Code of Ethics

As a law enforcement officer, my fundamental duty is to server the community; to safeguard lives and property; the innocent against deception, the weak against oppression or intimidation and the peaceful against violence or disorder; and to respect the constitutional rights of all to liberty, equality and justice. 

 

I will keep my private like unsullied as an a example to all and will behave in a manner that does not bring discredit to me or to my agency. i will maintain courageous calm in the face or danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed both in my personal and official life, I will be exemplary in obeying the law and the regulations of my department. Whatever i see or hear of a confidential nature or that is confided to me in my official capacity will kept ever secret unless revelation is necessary in the performance of my duty.

I will never act officiously or permit personal feelings, prejudices, political beliefs, aspirations, animosities or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without rear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities.

I recognize the badge of my office as a symbol of public faith, and i accept it as a public trust to be held as long as i am true to the ethics of police service. I will never engage in acts of corruption or bribery, nor will i condone such acts by other police officers. I will cooperate with all legally authorized agencies and their representatives in the pursuit of justice.

 

 

 

2.0 | General Information

2.2 | Chain of Command

The Chain of command or OOC can be seen above, you must follow the chain of command and realize that if you don't adhere to the chain of command disciplinary actions may follow. This Means if you need a senior Deputy or have a question do not jump to a command members to ask.

 

2.3 | Promotions

Promotions will generally occur every Sunday unless no promotions are needed. in order to promote you must meet the given expectations.

2.4 | Demotions

Demotions are handed out by a sergeant and above as long as a valid reasoning is articulated to a command member. Demotions will generally occur after an deputy has reached their second strike or if an deputy's  performance, attendance, conduct, communication, and coordination are not to the proper standards. 

2.5 | Rank locking

Rank Locking is for people who no longer want to be promoted any further and are happy with their rank. You can get rank locked by contacting a person ahead of you in OOC. You can request to unlock yourself by contacting the person ahead of you after waiting at least a month. 

2.6 | Disciplinary Actions

Sergeants and above are able to hand out disciplinary strikes and coordinate disciplinary actions, the only requirement being that they properly communicate their reasonings to a command member. Disciplinary Actions are as follows:

Punishments for strikes are as follows

1st Strike: Verbal Warning, can be forced to write patrol reports

2nd Strike: Possible demotion or removal from supervisory role (if applicable)

3rd Strike: Risking termination or transfer to another department

You may appeal a strike after 30 days of receiving it by accepting responsibility and by speaking to a supervisor

 

2.7 | Inactivity

If you do not adhere to the 1 hour minimum weekly requirement you are subject to disciplinary actions. if you are on vacation or can't meet the requirement please fill out the LOA request.

 

2.8 | Department Transfers

You may request a transfer in the proper channel. Be sure to have valid reasons for leaving and contact the department heads of the department you wish to join and make sure the it okay with the also.

 

 

 

3.0 | Rookie Information

3.1 | Role of the Academy

The role of the academy is to teach an deputy first hand on what is required by them, and to test the skills of the deputy. in order to go though the academy please wait for an FTO+ to reach out or an announcement in to be sent out. 

3.2 | Academy Processes

-Get accepted post interview receive the Probationary role in game

-Study all the BCSO documents

-Attend a training session 

-Go though the academy and complete

3.3 | Ride Along

Probationary Deputy's must have a minimum of 30 min of ride along with a FTO or Higher. The FTO will give you the proper uniform and show you how to get the proper vehicles and what lights and liveries you are allowed to run.

Once you initial 30 min ride along is finished you may need to have a ride along with a FTO or higher if needed. This to confirm that you are able to move up to Deputy and able to ride by yourself. 

Once you have moved to Deputy and finished your FTO time you are now free to ride by yourself and patrol the State of San Andreas, Blaine County!

 

 

 

4.0 | General Procedures

4.1 | Traffic Stop

On a traffic stop there are a few things to think about when approaching a vehicle. The first thing would be is your safety. The next would be the safety of other pedestrians. Below are the steps to follow for traffic stops. 

-Acknowledge the infraction that they are doing

-Make sure you headlights are on and pull behind them leaving 1-2 car lengths behind them

-Turn your emergency lights on

-Wait for the civ to pull over

-Pull behind the civs car again leaving 1-2 car lengths behind them

-Call over radio that you are performing a traffic stop. make sure you include who you are, where you are and what you are doing (for example 1B-## county traffic stop on a "Vehicle type, color" Occupied # times, at ABC Street nearest postal ### additional 32s?

-Approach the civs car from the side farthest from moving traffic and introduce yourself

-Ask them for their divers license, registration and proof of insurance.

-Next tell them the reason for the stop

-Next go back to your car and run their Name Date of Birth (DOB) through dispatch if on or yourself on the CAD

-At this time you are able to write them a ticket , give them a warning or arrest them if they have any outstanding warrants or if speeds exceed the felon limit.

-If you give them a ticket explain how they can fight it

-After they are explained the ticket they are free to go

-Once they leave please get into your car call on the radio that your are 10-8 and what you did either one citation or one warning

4.2 | Arrests

Arrest can happen for a lot of different reasons please make sure the reason is either in or is stated before if an arrest is called for please follow the steps for arrests

-Once you have reason to arrest the suspect place them in cuffs

-Once the suspect is cuffed make sure that the suspect is read there Miranda rights

-Once the suspect has been read their rights make sure that the suspect is searched

-Once everything that is on them is documented place them in a patrol car with a  cage

-Once they are in cuffs and in your car and the scene is code 4 take them to the nearest station

-Once you have arrived at the station take them inside and take them to the reception and ask them for their full name and DOB.

-After that take them to a holding cell and make sure that they have been read their rights

-Next start your paper work by writing out what happened in to the CAD

-Once the paper work is complete tell them what they are being charged with

-Once you've done that you can now jail the suspect for the allotted time given per the penal code

 

4.4 | Purists

Primary Unit:

The primary role is to maintain a visual with the suspect, advise if any additional units are needed at any point and to stay in commutation with the other units in pursuit. You always should be thinking before you do some thing, always remember your stopping distance and reactionary gaps.

Secondary Unit:

Once the secondary unit has arrived it is their job to keep dispatch notified on any location and to keep up any changed that happen throughout the pursuit. The Secondary unit is also responsible to ask a supervisor in the pursuit for permission to perform the following, pit maneuver, T-Pac maneuver, and to perform any immobilization techniques.

Tertiary Unit:

The Tertiary unit must be ready for anything that could possibly happen to the primary unit, in the event of the primary unit crashing his vehicle, you must pull over to the side of the road and wait with them for an ambulance. Tertiary units also have the responsibility of scene control when a pit or clock occurs by maneuvering their vehicle in front, behind or on either side to block the running vehicle.

4.6 | Roadblocks

Roadblocks can be utilized in may different ways, the two most common reasons for a roadblock is the stop/prevent and unwanted vehicle from entering a certain roadway by clocking every road in their direction of travel. When preforming a roadblock it is important to make sure that you are in a sage are where you and other pedestrians wont get hurt and most importantly other deputies. Roadblocks are only suggested to be performed in the city or small areas where speed wont be incredibly high.

4.6 | Reports

When filling any report you must include all necessary information and must provide clear and detailed wording. Some report forms allow screenshots to be uploaded and are highly recommended to make it more realistic and provide picture of the scene. Ensure that grammar and punctuation are correct before summitting. All section of the form must be filled in if applicable, don not submit a half a report without all sections filled unless the information about the person/scene is lacking.

4.7 | Radio Traffic

As a police officer you will have both a Portable radio and a stationary radio that you must utilize yo keep in contact with other officers, supervisors and dispatch. You radio is your lifeline. it is what you will use for regular radio traffic and to call for additional units when you are a situation where your life is in danger communication is a fundamental pillar within law enforcement. It is important to know the difference between necessary and unnecessary information. We want to minimize radio traffic by restricting comms through radio etiquette only. If you want to talk with fellow officer use VOIP. Below are guidelines for you to look at and follow: When you call someone on the radio it should formatted as "this is me; requesting to speak to you", example: 1S-## calling county; wait for them to respond back. once they respond them you can continue with you radio traffic. If there are other units talking on the radio then you must wait for your turn, unless it is an emergency situation. Be short, clear and directive when communication over radio traffic.

4.8 | Medical Basics

Medic basics are a need to know skill in order to properly handle a medical situation. These basics have been approved by SAFR and are in there EMS guide. If you need an ambulance for yourself and no EMS are online in chat you can type /callmedic and a AI EMS unit will come and help you.

4.9 | Differentiating Between Arrest and Detainments

Arrest and detainment are two different procedures. To arrest someone, you need probable cause. To detain, you need reasonable suspicion. when you are arresting someone you need to inform them of the rights. The Miranda Rights go as the following, " You have the tight to remain silent. Anything you say or do can and will be used against you in the court of law. you have the right to an attorney. If you can not afford one, one will be appointed to you by the State of San Andreas. do you understand you rights as i have read them to you? with these rights in mind, do you wish to speak with me?"

5.2 | Uniform Structure

The uniform structure is to promote professionalism within the department and to make an ergonomic, comfortable and friendly look for the department. The uniform structure can be found at all SASP stations. this must be followed at all times, failure to follow the uniform structure will result in disciplinary actions. On the uniform you are only allowed to change your gloves. 

5.3 | Vehicle Structure

The Vehicle structure is to promote professionalism within the department to make us seem like a friendly department. The vehicle structure can be found. This must be followed at all this, failure to follow the structure will result in disciplinary actions.

 

5.4 | Phonetic Alphabet

The Phonetic alphabet is highly suggested tool when on duty. The Phonetic alphabet is a set of symbols or code used to show what a speech sound or letter sounds like. the phonetic alphabet was created to establish words for each letter of the alphabet in order to make oral communication easier when an audio transmission is not.

5.5 | Use of Force Continuum

Police officers should follow the use of force continuum and imply the "#1 Rule". Troopers should always follow the use of force continuum pyramid to determine the lever of force needed. although force may be authorized, officers should always attempt to de-escalate a situation before utilizing force. 

5.6 | Jurisdiction

San Andreas State Police jurisdiction is the entire State of San Andreas include all counties and townships but will not over stop the current county sheriffs of police agencies that operate.
